2. Engineering Challenge

Challenge 1 — 25-/55-Day Delivery: Sealants Cannot Slow Down the MiC Assembly Line

Details

The HKSAR Government needed quarantine capacity in weeks, not months. CSCEC delivered the A-Block (118 units) in 25 days and the B-Block (234 units) in 55 days using Modular Integrated Construction: modules prefabricated in factory, shipped to site, and craned into place. In this workflow every on-site sealing and bonding step is on the critical path — a sealant that needs 24 hours to cure before the next module can be placed, or an adhesive that requires clamping, breaks the 25-day cycle. The system must be instant-grab and fast-tack so modules, panels and interior fit-outs can be positioned, sealed and handed over in hours, not days.

Challenge 2 — Module-to-Module Joint Movement + Hong Kong’s Tropical-Storm Envelope

Details

A MiC building is a steel-framed assembly of discrete modules; every module-to-module joint must absorb thermal expansion, wind load deflection and differential settlement while remaining watertight under Hong Kong’s tropical-storm rainfall (annual rainfall ≈ 2,400 mm, with regular typhoons). Modules also travel from factory to site on trailers — joints are pre-sealed in factory where possible, then re-sealed on site at the interface. The sealant therefore needs high movement capacity (≥ ±25%), low modulus to protect the painted-steel module skin, UV resistance for exposed envelope joints, and enough flexibility to survive transport vibration before cure.

Challenge 3 — Quarantine-Level Hygiene: Independent En-Suites, Anti-Mold, Low-VOC

Details

Every one of the 352 isolation units has an independent en-suite bathroom (toilet, washbasin, shower, water heater — per the February 2020 site report). The facility follows infection-control zoning (clean / semi-contaminated / contaminated zones) with W-trap and anti-backflow valve plumbing to stop contaminated air re-entering rooms. The wet-area sealing inside each unit therefore must be mold-proof (Shore A ≥80 ceramic-grade) under continuous humidity, must not support biofilm, must withstand frequent chemical cleaning, and the whole interior system must be low-VOC (French A+ class) so quarantine residents are not exposed to off-gassing in a sealed, ventilated space.
